Spoken with truth in every word Deidre, too much goes unnoticed. Here in the UK, because of the financial increasing burden on the NHS, too much is now being missed.
The sheer fact that finance is governing what happens in healthcare, this is exactly why (particularly here) that funding for research is certainly one that is neglected, yet what seems to be remiss is that if the research into these areas was allowed to take place, then surely it would support better healthcare management & treatment to move forward, thereby reducing overall expenditure in the already dwindling budget; but perhaps it is moving in a positive step but not quite quick enough to do any good?
You are quite right too, it is also education that is contributing to intensifying the problems (too many are being incarcerated into prisons) when really they should be treated like humans as you say, and admnitted to secure mental services instead.
It is extremnely true to say that education must be driven forward into the public eye, to reduce these negative views which only go to hinder any positive progress.
