I love the idea.

…that they remove these accounts when they get reported but we know that they just pop right back up. It’s a big game of wack a mole and it can be really difficult to deal with this issue.

I love the idea. But yes, they can be heard to spot. For some in society though, it can be too late to undo the damage.
