Cannot understand this non-action.

…writing as though to expunge the cruelty and evil inherent in Chauvin’s act, but nothing has worked. To this day, I still don’t understand why Chauvin’s colleagues and others looked on while Floyd was choked to death. Were they all just afraid? Did they underestimate the situation? I still don’t understand why no one was shocked into action, why no one pushed Chauvin off Floyd. This question still haunts my mind.
